Arizona Zoning Atlas

 

The NZA central team is populating the Arizona Zoning Atlas, in collaboration with Arizona State University's School of Geographical Sciences and Urban Planning and other stakeholders. This statewide effort will compile, analyze, and map the zoning characteristics of 106 jurisdictions, including cities, towns, and counties.

  • The Laws Governing Zoning for the State of Arizona: These statutes enable statewide municipalities to regulate the use of buildings, structures, and land.

    Exclusionary Zoning: A Legal Barrier to Affordable Housing: This 2022 report by the Morrison Institute at Arizona State University provides a primer on how exclusionary zoning complicates the real estate market and challenges the building of affordable housing.

    Maricopa Association of Governments Housing Data Explorer: A compilation of housing data sources and analysis for the Phoenix-Mesa-Chandler Metropolitan Statistical Area (Phoenix MSA) region.

    The League of Arizona Cities and Towns’s Bulletin: An umbrella organization for all municipalities in the state that provides annual summaries in the form of Legislative Bulletins that discuss state legislature action. The 2023 session was particularly noteworthy because the state attempted to override local control on some zoning and housing issues to address affordability.

    The Arizona Housing Coalition: Advocates for affordable housing and zoning reform among other housing issues including homelessness.
